Add Hashi Vault and Consul charts.

Note: These charts are already deployed on Dev in separate kubernetes namespaces ( "vault" and "consul" ) as is described in to the Helm release files . Vault cluster is working in HA mode ( Active / Passive ) with kubernetes service on the front .
