Document download fix requiring fetch before download

Data uri failure fix

First click fetches data and saves it in a blob and generates a bloburl.
Second click downloads data from bloburl.

Rearrange and add states

New slots

Revert name change of engineering-models_1 to cooling-load. Change title of heating-load to Engineering Models.

Deployment

Change state id of misc state to 3.

Fix hidden file input positioning.

State with slot

Remove padding from document slots. Remove margin-left from timeline track. Add margins to oval. Wrap content of each state with padding.
