Weather data to referece data and OccupancyHours to BuildingData

The WeatherData model and views were moved from heatloss into Reference Data. The button to upload the data was also moved to that page. OccupancyHours model and views was moved from Heatloss to buildingdata. A view and template was created to input data for OccupancyHours. Fixed import statements within Heatloss application.
