Add disaggregation

Please test:

  • Scraping a bill also disaggregates the bill
  • The bill is graphed
  • The graph can be downloaded
  • The disaggregated data stays even when you refresh the page (saved in a database)
  • Uploading a DIFFERENT disaggregated file graphs that different file

I've been testing with 655194074700005 and 655354098300014 on con edison

Styling probably needs to be updated in the future.
