Refactor reducer related code to consistent

Test:

  • In dashboard folder, pull from this branch
  • Check if Dashboard home page loads on your machine properly
  • Click on each section, includes: buildings, BGroup, project, buildingDetails page view, etc. see if loads properly
  • Check files/code changed, see if all the updates/logic make sense to you
