Add Not Available label with month calculation

Goal: If there is no ECM, we should show line of message to inform users that the utility is not affected in Pie chart. If the installed ECM is less than 12 months, we should show line of message to inform users to check back in XX months.

This updates fixed following Jira issues: DAS-224 Performance Page - Conditional render of elements on the page

How to test:

  1. Checkout to M-V-integration branch on your local server
  2. Then, pull from M-V-integration branch
  3. Check if impacts pie chart labels and Utilities line charts disappear properly on following test URI, when there is no retrofit installed for the building http://0.0.0.0:5501/buildings/25313/performance/
