Conditionally rendering impacts and utilities charts

Goal: If there is no ECM, we should show line of message to inform users that the utility is not affected in Pie chart. If any utilities not applied for the installed ECM or there is no installed ECM, we should NOT show the utility charts or the corresponding utility line chart.

This updates fixed following Jira issues: DAS-224 Performance Page - Conditional render of elements on the page

How to test:

  1. Checkout to M-V-integration branch on your local server
  2. Then, pull from M-V-integration branch
  3. Check if impacts pie chart and Utilities line charts disappear properly on following test URI, when there is no retrofit installed for the building http://0.0.0.0:5501/buildings/25313/performance/
  4. Check if all the buttons work properly in My Retrofits section
