M v integration

Goal: Add Impacts pie charts and utilities line charts to M & V page. Fix retrofits dropdown issues.

This updates fixed following Jira issues: DAS-210 Add Empty Value to influenced Utility dropdown in My Retrofits section DAS-211 Retrofit name dropdown should be consistent with Envelop page

Also, this PR fixed following epics: DAS-5 M&V Results: Savings DAS-9 M&V Results: Energy Usage

How to test:

  1. Checkout to M-V-integration branch on your local server
  2. Then, pull from M-V-integration branch
  3. Check if impacts pie chart and Utilities line charts loading properly on following test URI http://0.0.0.0:5501/buildings/25313/performance/
  4. Check if all the dropdown and buttons work properly in My Retrofits section
