New MEDIAWIKI_SLEEP env var and fix for /var/www/html/images being forbidden

New MEDIAWIKI_UPDATE feature, run composer install after MediaWiki performs automatic installation.

Run composer install after doing MediaWiki install, because almost all extensions install on maintenance/update.php and not install.php, but the hooks they register can break the default MediaWiki installation process (such as SemanticMediaWiki does).

Rewrite of MEDIAWIKI_NO_UPDATE to MEDIAWIKI_UPDATE and you have to opt-in now, figured this makes more sense.

Merge latest improvements and bug fixes into master (:latest)

Symbolic link LocalSettings.php instead of copying it, makes things a lot easier. Added support for a CustomSettings.php.

rm mediawiki.tar.gz and the mediawiki.tar.gz.sig file after extraction, keeps the /var/www/html directory empty.
