Low flow fixtures savings calculations

Add function for water cost and usage savings for toilets and faucets/showerheads. Add function for dhw energy savings for fixtures using hot water. Dollar costs per MMBTU are fictionalized and should be either updated or for long term purposes be pulled in from elsewhere (DW, scraped, etc).
