Add sf in loan allocation

Add self-finance math in loan_allocation. Now the calculation is correct. Relative functions are modified to take in change on loan_allocation. Also add a few get functions in scenario class, so backend can get more results for frontend. Write a test file for loan_allocation. Fix minor statements in other functions.
Need to: discuss what to return from back_end_prelim, since we have more options
