Moving tiles to S3 Ensuring old model is being used

This PR brings everything up to date with Django and Python 3.4. This PR also uses the old model which looks much more visually attractive. We have the new model on a different branch that we will keep up to date so when we are ready to ship it we can quickly. This PR is ready for production once accepted.
