BI 743 SubmitQuestionnaire view error for NYC

This PR will solve 500 error in the SubmitQuestionnaire view for any NYC building. You can check http://staging.intake.blocpower.io/ to see this network error.

To Test: Pull and check the network logs for the SubmitQuestionnaire view.

Issue fixed: BI-743 BlocLink - SubmitQuestionnaire view gives status 500 for NYC buildings.
