BI-1220-Renaming of ECMs

Issue:

  • BI-1220 Oakland and Milwaukee ECMs renaming in BlocLink

Description:

  • We have Smart Thermostat ecm for category HVAC and HVAC control. The descriptiojn for both smart thermostat is different and they are being used for different regions. So to eliminate the confusion of which ecm is of what category, I added category name as part of the ecm name.
  • There are many more cases just like this.

Test:

  • pull from this branch
  • start BIS for Oakland or Milwaukee or NYC
  • it should work as expected without any error

Note:

  • check the file changes.
