Add a master condition to check the survey ID

Goal:

  • The endpoint \submit-questionnaire gives error for Oakland and Milwaukee.
  • Just added if (put['surveyId'] == NYC_SURVEY_ID): condition to the logic.

Test:

  • Pull from this branch and follow the instructions provided in PNA PR.

Issue:

  • BI-1255 Oakland/Milwaukee BIS - SubmittedQuestionnaire endpoint is giving error 500 (BlocLink)
