Adding MailChimp support in BIS

Changes: This will add new user submission in our MailChimp audience as a subscriber.

Issue: BI-446 Add MailChimp code to the Building Intake Survey

Test:

  1. From PNA checkout branch add-mailchimp. git checkout add-mailchimp.
  2. Run npm install.
  3. Run npm start.
  4. Go to http://localhost:3000/ and submit the new user form.
  5. Once you have submitted the data, let me know and I'll check into the MailChimp.
