Oakland bis fixes

Goal:

  1. Solve We are getting the setBuildingMedicalDevices() function not found error. issue.
  2. Mainly, if you go all the way back to the first page - building type page - it will NOT allow you to continue unless you have clicked something. So if you are merely reviewing your answer (ie shit, did I click the right answer? and you went back to check but don't need to modify your answer, it will force you to click on something before it allows you to click the Continue button again. (otherwise it will remain greyed out)
  3. The new pages that we added for NYC Churches for Cooling system age and replacement should not be asked for Oakland and Milwaukee BIS.
  4. Enable checkbox for mini-split heatpump for cooling
  5. Continue button for Heat replacement plan is giving error for NYC Other type of building. (Reported by @ay701 )

Test: New: Pull from Bloclink PR.

  • For Goal 5:
- Initiate the survey for NYC building.
- Select `Other` as building type and finish the survey.
- You should not expect any error.
  • For Goal 1 to 4:
- Initiate the survey for Oakland and Milwaukee.
- You should be able to complete the survey without any error.
- For `Building heating system`, you should be able to see the checkbox.
- You should not see `Cooling system replacement plan` and `Cooling system age` pages.
