Add descriptions for cooling systems

Adding descriptions for Chiller Plant and Mini-split heat pump

Test:

  • Pull and initiate the survey for any valid Oakland/Milwaukee building.
  • You should see the description for Central chiller plant and fan coil units and Mini split heat pump systems in the question What type of cooling system does your building have?.

Issue Fixed: BI-1150 On hover descriptions aren't coming up for Cooling System Question
