Change email regex

Goal:
- Allow users to submit emails like sc@sc.associates.
Test:
- Initiate the survey for any valid building.
- On the contact information page try to provide emails with any number of words after
.. - This should not display an alert saying
Email is invalid.
Issues:
- BI-996 Allow BIS users to provide emails with longer extensions to pass validation
- BD-78 sc@sc.associates email would not work when submitting BIS
