Add modifiers prop for UncontrolledTooltip

TEST:

  • In the mobile, open (dev)[dev.intake.blocpower.io] or run the app locally in the mobile view.

  • Start a survey for Milwaukee or Oakland.

  • On BuildingTypeSubType page, it should not freeze.

  • You can see the issues by opening staging in the mobile view.

ISSUE:

  • BI-982 BIS Freezes on mobile view on BuildingTypeSubType page.
