Add separate DHW question

Goal: Allow the building owner to provide information about how the domestic hot water system and the space heating system interact by adding the question Is the hot water prepared by the same boiler, or a separate water heater? for NYC BIS.

Test:

  • Initiate the survey for any valid NYC building.
  • This question is after How is heat distributed in the building?.
  • Check the review page too.
  • Submit the survey and check the email for the new BIS submission sent to dev@blocpower.io.
