Utility Bills mapping

Goal: We're getting a large percentage of BIS (building intake survey) surveys where the TENANT is paying Heat & Hot Water and the LANDLORD is paying in-unit electricity. This is EXTREMELY UNCOMMON. Is there any way to see if the answers are mapped wrong?

Test:

• Pull from this branch and submit a survey for any NYC multi-family building.
• Check the email that we will get in our work email.
• Check the answers of:
  • Who pays the following utility bills? (Heat and Hot Water) : ['Tenant']
  • Who pays the following utility bills? (Electricity in Unit) : ['Landlord']

Note: To see the issue(wrong mapping) repeat these steps on staging and check the email.
