BI-713 Building search pop up issue

This PR fixes following issue:

  • On the "Building search" page, the pop up modal shows up even it shouldn't show when correct address entered

Test:

  • Pull and run BIS.
  • on building search page, enter any valid address that out of NYC and Oakland
  • You expect to see the contact form pop up shows up
  • Fill out the contact form pop up (and hit subscribe button), or just click later button to cancel
  • Then enter a valid address, click on continue button, you expect to see no popup

Issue Fixed:

  • BI-713 Popup showed up at wrong scenario
