Bi 700 fuel type message

This PR solves 2 bugs:

  • On the "What type of fuel" page the footnote should appear only on FUEL OIL & ELECTRIC RESISTANCE only
  • Typo on the Comfort issue page.

Test:

  • Pull and run BIS.
  • Enter NYC address.
  • Check messages on fuel type question.
  • Also, make sure that on the comfort issue page it says Apartment is Drafty.
