BI-686 Energy or Water improvement checkbox disable & enable feature

How to test:

  1. Pull from BI-686
  2. Run npm start
  3. Enter any Oakland address, answer the questionnaire to last question - Energy or Water improvement
  4. Check if all the checkbox get disabled or enabled based on the other checkbox condition
