Set buildingQualified to false for single family building

This PR is to make sure that: Congratulations email (with an attachment) is only sent to the qualified building owners. The last page is rendered perfectly for NYC's BIS.

Test:

**To repeat the bug:**
For NYC, select single-family as building type and check the email. 
Also, by selecting NaturalGas, ForcedAir/Vent, OLD, ASAP, Multi Fam should display congrats page to the user.

**To solve the bug:**
- Pull and run BIS.
- Provide any NYC building in the address bar.
- Select single-family as building type and check the email
- Select NaturalGas, ForcedAir/Vent, OLD, ASAP, Multi Fam should display congrats page to the user.

Issue fixed: BI-548 Congrats email is confusing (For single-family homeowner) BI-693 NYC User is not able to see the congratulation page even if the building is qualified.
