BI-663 BI-686 Refactor Building Improvement question page

How to test:

  1. Pull from BI-663
  2. Run npm start
  3. Enter any Oakland address, answer the questionnaire to last question til the contact info page
  4. Check if all the checkbox get disabled or enabled based on the other checkbox condition
  5. Check if navigation back and continue button works with answer stored (including review page)
