This PR is about BIS NYC updates according to latest design

How to test:

  1. git pull BI-554-BIS-BlocMaps
  2. npm start

What to test:

  1. You should see building search show up as first page (No more returning user or new user login) (No more email verification)
  2. Input any address which not belong to Oakland(CA) and NYC, you should not be able to move forward and should see alert message
  3. Input any NYC address, click continue button
  4. You should see contact (Your Information) page at the end of questionnaire
  5. You should see Review page as the last page with contact (Your Information) data
  6. Click on any edit icon on Review page should bring you to the specific page, contact page too
  7. Check if each answer, contact info, submit questionnaire data stored in DB
